The reserved IP address space is exactly what it means -- Reserved for use outside the public internet space. Some examples of IP addresses not intended for public networks are 127.0.0.1 and 192.168.0.0 thru 192.168.255.255.

Any computer connected to the internet reporting itself as a reserved IP is most likely misconfigured. In addition, many servers will forbid connections from external machines claiming to be on a reserved IP.

IANA -- The Internet Assigned Numbers Authority -- allocates all IP addresses worldwide. This page shows how all internet addresses from 0 to 255.255.255.255 are allocated.
